Vijay’s FCRA stand gains significance as Christian leaders raise concerns
Tamil Nadu Chief Minister and TVK leader C. Joseph Vijay has stepped up his opposition to the Centre’s proposed amendments to the Foreign Contribution Regulation Act (FCRA), with the issue acquiring an added dimension following meetings between Christian leaders and political representatives over concerns about the proposed legislation
The Tamil Nadu Assembly on Tuesday unanimously passed a resolution urging the Union government to withdraw the FCRA Amendment Bill, 2026, in its present form. The state government has argued that some of the proposed provisions could have far-reaching consequences for charitable organisations, educational institutions and social-service bodies, particularly those run by minority communities.
The development assumes significance because Christian organisations have been among the prominent groups voicing concerns over the proposed changes. Christian leaders and bishops have been engaging political leaders over the legislation, arguing that tighter controls on foreign contributions could affect the functioning of institutions involved in education, healthcare, charity and social welfare. The Catholic Bishops’ Conference of India has also previously submitted representations seeking safeguards for civil society organisations.
Against this backdrop, representatives of Christian organisations met Vijay at the Tamil Nadu Secretariat. The delegation, which included bishops and other Christian representatives, discussed concerns relating to minority communities and the possible implications of the FCRA changes for institutions dependent on foreign contributions. Muslim leaders also met Vijay.
The interaction has added a political layer to an issue that is already drawing considerable attention from Christian organisations across the country. Reports indicate that Christian leaders have been particularly concerned about provisions that could give the authorities wider powers over assets belonging to organisations whose FCRA registrations are cancelled, surrendered or not renewed.
Under the proposed legislation, a designated authority would be empowered to take control of foreign contributions and certain assets belonging to organisations that cease to hold a valid FCRA certificate. The legislation also provides for the management and disposal of such assets. In the case of places of worship, the proposed framework specifically requires the religious character of the property to be maintained.
