CIDM Forum organises an off site Mock exercise at the IOCL LPG bottling plant

Hyderabad, October 13th, 2017: The Chemical and Industrial Disaster Management (CIDM)Forum, constituting of Petroleum and Natural Gas Regulatory Board (PNGRB), National Disaster Management Authority (NDMA), Govt of IndiaFederation of Indian Chambers of Commerce and Industry (FICCI), organised an off-site mock exercise today, near the IOCL LPG bottling plant at Cherlapally, Hyderabad.

This mock drill was performed in the presence of Brig. B K Khanna, Former Senior Specialist, National Disaster Management Authority, Government of India; Mr. Dharma Reddy, Joint Collector; Medchal District, Mr.Chandra Mohan, Director of Factories, Telangana State;  Mr Chandana, General Manager, HPCL and Mr. Bhaskaran, General Manager, IOCL.  The aim of this offsite mock exercise was to practice the response of the district administration responders, the reactive action by the oil companies, i.e. IOCL LPG and Petroleum, BPCL, HPCL and GAIL. The community living in and around the area was also sensitized and assured of the oil companies and district administration being prepared for any type of emergency.

As part of the Exercise, two offsite scenarios were painted. The first was of fire in the petrol pump next to IOCL LPG bottling Plant, which was a result of the spilling of Motor spirit and the ignition provided by a mobile call received by a customer while getting his car filled with petroleum. The second scenario was of fire in a stationary LPG Lorry waiting outside, to be filled. The cause of fire was tea being prepared under the truck by the driver.

The responders to the Mock Exercise were the district police and fire services. District Medical Officer was also activated in the nearby hospitals. A total of 15 casualties were created five each in Petrol pump, Lorry near the parking area of IOCL LPG Bottling plant and inside parking area. The petroleum product unit viz. IOCL LPG Bottling plant, BPCL, HPCL and GAIL took precautionary measures within their units. These mutual aid units also provided resource support to the District administration. An Incident Commander detailed by the Collector set up incident command post near the disaster site to control and coordinate the disaster.

About 100 participants of the conference on Chemical and Industrial Disaster Management (CIDM) concluded on 11-12, October at Hyderabad witnessed the mock exercise and provided expert advice after the exercise.
